How Management Affected Tirana’s University Performance

Albania and its background
Ø  Albania’s total area is 28,748
Ø   Its population in 2001 was 3.5 million
Ø  Albania is one of the smallest county in Balkan
Ø  Albania has borders with Greece, Macedonia
      Serbia-Montenegro (ex Yugoslavia) (Tsaconas, 2002)
Ø  The last country on Eastern Europe to end communism in 1991 
Ø  5330 schools were burned between 1991 and 2002
Ø  Education system effected by high multidimensional poverty
Ø  Education system was structured based on socialism principles
         (Tsaconas, 2002).

Ø  Pre-school level; age 3-5; Duration 3 years (Structure, 2006)
Ø   Basic education, first stage; Grades 1-4; Ages 6-9;
     Duration 4 years
Ø   Basic education second level; Grades 5-8; age 10-13;
     Duration 4 years
Ø   Upper secondary level: General education; ages 14-17;
     Duration 4 years.

Ø  Upper secondary level: vocational education; ages 14-16;
Ø      Duration 3 years
Ø  Tertiary education – university
            Ages 18-21; duration 4 years 
            Ages 18-22; duration 5 years
            Ages 18-23; duration 6 years
Ø  Tertiary education – non university; ages 18-20.5 Duration 3.5 years
Ø    Doctorate; ages 24- 26.5. Duration 3.5 years (Structure, 2006)
University of Tirana and Mainstream Management
Ø  University of Tirana and planning
           The goals and strategies of the organization are identified by the Tirana‘s university but with orientation from Ministry of education and have to be approved by the ministry of the education (government) (Berryman, 2000).
Ø  University of Tirana and organizing
          One of the major problems of Tirana’ university was (and continues to be) the difficulties that this organization faced with the organizing
Ø  University of Tirana and leading
          Managers of the university did not relate very well with other members of the organization, which consequently affected the organization’s goals and performance (Dyck 2010, 18).
Ø  University of Tirana and controlling
        Tirana’s university goals and strategies were limited and controlled by the government, which created and set rules regulation ,policies  and standard operating bureaucratic procedures (Dyck ,2010,p 20).

Ø  Influence of the Economic Environment
         Tirana’s university was influenced in many directions by the economic and politic system of Albania which caused an extreme isolation of the organization from the outside world (Tsaconas, 2002, p. 12).
Ø  Influence of the Political – Legal Environment
        Even though a socialist country, Albania had a tendency towards rational capitalism emphasizing on rational contracts, income equality, and lower unemployment. But laws rules and regulations implemented by the Albanian socialist government were very strict and standard (Dyck, 2010, p.75)
Ø  Influence of the Social Structure
         Social relationships in Albania are structured around families, and the non-kin relationships that structure communities and civil society in other countries are relatively underdeveloped (Tsakonas, 2002, p. 2002).
University of Tirana and Decision Making

Ø  Choosing the Appropriate Alternatives
        One characteristic of University of Tirana was implementing and not leading, there was no evidence of consensus during the implementation of various reforms and strategies (Grant, 2000).
Tirana’s University Mission and Vision
Ø  Tirana’s University Mission
          Mission of Tirana University is to offer the community valuable service on education sector, to increase the quality of service and in particular the perfection of the level of teaching and research achieved through constant and effective communication with all members of organization (specially students), (www.unitir.edu.al).
Ø    Tirana’s University Vision
       University of Tirana will constantly try to strive to expand and modernize facilities, laboratories, libraries and reaching to the construction of a university campus. University of Tirana is focused on becoming a regional actor and to integrate the great European family (www.unitir.edu.al).
University of Tirana and Centralization
Ø  Socialist régime fully instituted this organization
Ø  It is fully controlled by the state and MOES .
Ø  Its professors, students have little autonomy or authority
Ø  Its stakeholders had very little voice in the education process
Ø  Its principals and parts of the teaching staff were decided by party or social group association (Clothey, 2005).
University of Tirana and its organizational structure
Ø  Tirana’s university has high level of standardization
Ø  It operates under a cost leadership strategy
Ø  It has a clear tendency to favor functional departmentalization
Ø  It has an  inefficient technology which is result of low wages
Ø   It is characterized by little competition

Conclusion
Ø  University of Tirana  has potential for not only improvement
Ø  there is potential throughout Albanian country
Ø  Its improvement will require collaboration from all stakeholders
Ø  Change is going to require high level of communication
Ø  Tirana’s University must commit to continues, gradual improvement
